Create terms of service and privacy policy modal.

Create a modal that pops up when clicking the Terms of Service and Privacy Policy text on the sign up form -> this could be used as the (modals)/awards pop-up that is currently unused.

Please note that not all of the actual text/content needs to be filled out now.

Additionally, in the future, this information should also be accessible from the profile settings page.
